It definitely can increase up to the hard limit:
[colinb_at_colinb1 ~]$ grep 'open files' /proc/self/limits ; chpst -o
2000 grep 'open files' /proc/self/limits ; chpst -o 100000 grep 'open
files' /proc/self/limits
Max open files 1024 4096 files
Max open files 2000 4096 files
Max open files 4096 4096 files
